First Voice Summit 2027

Before the lights. Before the sirens. There's a voice.™

🗓 October 19–21, 2027  ·  📍 Conference Center at the Main Library, downtown Jacksonville, FL

The summit

A different kind of summit.

Built around conversations, connection, and action — not lectures.

The First Voice Summit is a national, nontraditional public safety communications summit built to move beyond standard lecture-style education.

While education is always part of the experience, the summit is designed around facilitated workgroups, guided conversations, shared problem-solving, and meaningful connection between communications professionals, public safety leaders, industry partners, advocates, and the public.

Every session is built with purpose: attendees should walk away with real action items, practical ideas, stronger relationships, and strategies they can take back to their agency, center, or community.

What to expect

Conversations, connection, action.

  • Workgroups — facilitated conversations on real challenges and real solutions.
  • Action items — sessions built to send you home with something practical.
  • Leadership conversations — staffing, culture, wellness, operations, and the future of the profession.
  • Vendor engagement — connecting attendees with partners supporting the field.
  • Recognition moments — honoring the people behind the first voice of emergency response.
  • Community connection — space for public awareness, storytelling, and understanding.

Built for communications professionals, center leaders, trainers, QA personnel, CTOs, field responder partners, emergency management leaders, advocates, and community supporters.

Call for Session Leaders

Lead a session at the Summit

This is not a traditional call for papers. Every session topic has already been defined by Gold Line Support — you're applying to lead, facilitate, or serve as a panelist in one or more of our 19 pre-defined sessions. All are panel discussions, roundtables, or workgroup-style facilitations with active audience engagement. You won't be lecturing.

Who can apply: anyone with something meaningful to contribute — current and former 911 telecommunicators, dispatchers, supervisors, directors, law enforcement, fire, EMS, vendors, educators, trainers, and members of the public.

Selected leaders receive: complimentary full conference registration (Oct 19–21, 2027), recognition on the Summit website and in the official program, and a speaker badge. Travel and hotel are the responsibility of the individual.

Timeline: Applications open now  ·  Deadline November 11, 2026  ·  Notifications on or around January 1, 2027.

Session Leader Application

Personal Information

Let's start with the basics. This information is used to contact you and, if selected, to feature you in summit materials.

As it appears on your ID.

How you'd like to be listed on the website, program, and speaker badge.

All communications — including your acceptance or notification — will be sent here.

In case we need to reach you quickly about your application or placement.

What best describes you? *

Leave blank if not affiliated with an organization.

Are you currently employed by or representing a vendor or industry partner in the 911 or public safety space? *

Professional Background

Help us understand your experience, expertise, and presence. This is your chance to make a strong first impression on the committee.

3–5 sentences about who you are, your background, and your connection to public safety communications or the topic(s) you're applying for. If selected, this may be used on the summit website and in the official program.

A clear, professional photo used on the summit website and in the program if selected (JPG or PNG, up to 10 MB).

How many years have you worked in or alongside the public safety communications field? *
Which of the following areas do you have experience or expertise in? *

Select all that apply.

Have you previously facilitated, moderated, or presented at a conference, training, or group session? *

Where did you present or facilitate? What was the format? Roughly how large was the audience or group? What topics did you cover?

Availability & Session Selection

Tell us when you're available and which sessions you want to be part of. Please review the full session descriptions before making your selections.

Which days are you available to present at the summit? *

Select all that apply. Sessions are scheduled across all three days. We'll do our best to place you on a day you're available, but cannot guarantee a specific day.

e.g., "I can only attend October 19 and 20" or "I need to leave by 3pm on Thursday."

Which session(s) are you applying to lead or participate in? *

Select all that apply — there is no limit. Please review the full session descriptions before selecting.

If the selection committee believes you would be a stronger fit for a session you did not apply for, are you open to being considered for it? *

Your Application

This is the heart of your application. Be specific. The committee wants to understand not just what you know — but how you'll run the room.

Speak to your specific experience, perspective, and what you'd uniquely bring. If you're applying for multiple sessions, address each one by name. This is your most important answer — be specific, not general.

Every First Voice Summit session must include active audience engagement throughout. The room is not an audience — it is a participant. Don't describe what you'd talk about; describe how you'd involve the people in the room. What activities, exercises, techniques, or discussion methods would you use?

Do you have panelists or co-facilitators you'd like to bring with you? *

Include their full name, current role or organization, and which session you'd want them to join you in. Each person you list must also submit their own application separately. Listing someone here does not guarantee they will be placed with you.

We want to avoid placing competitors or conflicting parties in the same session. This information is kept confidential and used solely for scheduling purposes.

Session Preparation & Logistics

If selected, we want to set you up for success. These questions help us understand what you will deliver and what you'll need.

If selected, are you able to submit a session outline prior to the summit? *
If selected, are you able to submit a PowerPoint or supporting materials prior to the summit? *
Do you hold any credentials, certifications, or affiliations that would allow this session to count toward continuing education units (CEUs) or professional development hours for attendees? *

Not a requirement for selection. However, if sessions can offer CEUs, that significantly increases value for attendees.

If selected, are you willing to help promote First Voice Summit 2027 through your own social media or professional networks?

Agreement

Please read every item carefully and check every box before submitting. Applications with incomplete agreements will not be reviewed by the committee.

We are committed to making the First Voice Summit accessible and inclusive for all participants. Please let us know anything we should accommodate for your participation as a session lead or panelist.

I agree to all of the following *

Application received
